Rupa Bhattacharyya, an attorney with the Department of Justice, will replace Sheila Birnbaum as special master of the 9/11 Victim Compensation Fund, which assists people injured or made ill as a result of the terrorist attacks of September 11, 2001, reported Stephen Rex Brown of the New York Daily News.
