Interim September 11th Victim Compensation Fund (VCF) Special Master August E. Flentje appointed following departure of Rupa Bhattacharyya

September 11th Victim Compensation Fund (VCF) Special Master Rupa Bhattacharyya resigned on April 29, 2022. Now August E. Flentje, a career civil service attorney with the Department of Justice’s Civil Division, has been appointed as interim Special Master of the September 11th Victim Compensation Fund (VCF). The VCF was created by Congress to compensate those who suffered injury or illness or who died as a result of the terrorist attacks of September 11, 2001 (including the recovery efforts after the attacks).

Special Master Rupa Bhattacharyya oversaw the program for 6 years, instigating many improvements in service during her tenure.

The search for a permanent Special Master is currently underway.

No disruption in VCF claim review or awards are expected during the change in leadership.
