3.3 million were expected at Trade Center attraction; a million haven’t shown up

When One World Observatory opened last year on the top three floors of the the new 1 World Trade Center, its operator, Legends, assumed that it would draw 3.3 million visitors a year.

Only 2.3 million tourists have paid a visit to the Observatory since its opening last May. The number of tourists seems to be slowing, writes Charles V. Bagli in The New York Times.
