The FBI has released a new report that states that there are more than 850 open investigations into domestic terrorism cases nationwide. Roughly 50% of the investigations are anti-government; about 40% involve religious or racial hatred, said officials.

Compounding the problem is the fact that no one can be prosecuted for promoting a hateful ideology or for posting a manifesto online. Prosecutions can only take place when intent to harm or harass is demonstrated.
Mike McGarrity, the FBI’sĀ assistant director forĀ counterterrorism, said that preventing terrorism is the FBI’s top priority.
