The Justice Department has appointed Kenneth R. Feinberg as special master for a new fund to compensate victims of state-sponsored terrorism. Feinberg is known to the September 11th community as the administrator of the Victims’ Compensation Fund established after the terrorist attacks of 9/11, writes David M. Herszenhorn in the New York Times.
The new fund is intended to help, among others, the Tehran Embassy hostages of 1979, the 1983 bombing of the Marine Corps barracks in Beirut, and the bombings in US embassies in Africa in 1998.
There are a number of complicated decisions to be made here and Feinberg’s September 11th experience was a key reason for his selection.
