The National Park Service is soliciting bids for the construction of the Flight 93 National Memorial Visitor Center in Stonycreek Township.
The project includes the construction of the visitor center and learning center campus, related infrastructure and utilities, earthwork with site preparation, landscape features, and construction of a pedestrian bridge and parking area. The project’s estimated cost is between $17 million and $20 million. So far the memorial has cost just under $30 million in federal, state and private donations.
Four construction firms, which hold multiple contracting agreements with the National Park Service, will be submitting bids on the project.
Lindy Allen, public affairs specialist with the Denver Service Center of the National Park Service, said in a telephone interview that the Park Service has what are called multiple award task order contracts, which means that those four firms hold large-scale contracts. They bid against each other for the overall contract. Local construction firms may bid as subcontractors.
“The National Park Service encourages local contractors to seek out subcontracting opportunities,” she said.
National Park Service Deputy Superintendent Keith Newlin said that during the first go-round for construction of the memorial, construction was open to all competitive bidders. This time it is being limited to four bidders that already have contracts nationally with the National Park Service.
“This way is more efficient and much easier,” Newlin said. “A lot of the work on site will be done by subcontractors.”
A site visit will be held from 9 a.m. to noon Tuesday for any interested subcontractor to meet with the prime contractor candidates. The site visit will be held at the Flight 93 National Memorial Park Maintenance Facility, located within Flight 93 National Memorial. Interested parties should meet at park headquarters, 6281 Lincoln Highway, Stoystown. The group will then travel to the maintenance facility and visit the future site of the work.
“Subcontractors can come up to the bidders and say here’s my card, we do such and such kind of work,” Newlin said. “Because the project has a high percentage of subcontractors it will bring down the cost and help support the local economy.”
April 2015 is the target date to open the visitor center. The target date for completion of the entire memorial is late 2016. The Tower of Voices is part of the final segment of construction. It is only in the preliminary design stage.
Firms interested in subcontracting should contact the construction firms to inquire about opportunities for the project or attend the meeting Tuesday.
