State to pick $9 million tab for some expiring Zadroga benefits

Kirstan Conley writes in the New York Post on January 13, 2016 that New York state plans to pick up the estimated $9 million tab of ­extending benefits to World Trade Center recovery workers once a federal program set up in 2002 expires this year.

Conley does repeatedly refer to “volunteers”, even though most recovery workers were not volunteers.
